Identity Online: Shaping governance through digital identifiers

What authority anchors trust in a global PKI? We are developing an analytical framework for identity systems and wish to socialize it at this tutorial. We will apply this framework to identifier regimes for the Public Key Infrastructures (PKIs) for domain names, routing, and websites; the newly developing system of Legal Entity Identifiers (LEIs); efforts to establish a system of content provenance identifiers (C2PA); and legally-imposed implementations of age verification. We also apply our framework to policy and technical discussions around identifier systems that would allow us to reliably differentiate humans from AI agents in the online environment.
